1 MEMO TO: MAYOR AND CITY COUNCIL FROM: CLERK-ADMINISTRATOR INN 41P4440 DATE: MAY 22, 1989 SUBJECT: VEHICLES AND JUNK VEHICLES ON PRIVATE PROPERTY The issue of junk vehicles and the parking of vehicles on private property has been around for a very long time. Every city seems to wrestle with the problem in their own fashion and develop solutions uniqueeto their community. This past spring the problems created by junk vehicles and more cars than can be parked in the garage or on the driveway has been more apparent than in the past. The reasons we have had more complaints are not the issue; the fact that our residents feel we have a problem is the issue and has precipated the research resulting in this memo. Problem Identification The complaints we have had this year on the subject can be broken down into four categories identified as follows : 1. The parking of cars on a parcel of property in greater numbers than can be parked in the garage and/or on the driveway. Complaints have come in ! regarding the parking of these vehicles in all yards. 2. The storage/parking of vehicles with curent tabs that appear to be non-operational or have remained in the same spot for an extended period of time. 3. Storage of junk vehicles both screened and unscreened. 4. Storage/parking of boats, trailers and recreational veh i s l�� Current Code The City Code currently has the following provisions : 1. 40.05, Subd. D, "Driveway surfaces shall not be less than five (5 ) feet from any lot line, except where said driveway provides access to a public street. " 2. 40. 05, Subd . E. , "Considers recreational vehicles as an encroachment in front yards and side yards abutting a public street. • 3. 81 .02, Subd. 5, (2 ) . "No person shall allow any motor vehicles or trailer to be parked in any yard adjacent to a public street except in a designated of :-street parking spaces . "
