1 <br /> MEMO TO: MAYOR AND CITY COUNCIL <br /> FROM: CLERK-ADMINISTRATOR INN <br /> 41P4440 <br /> DATE: MAY 22, 1989 <br /> SUBJECT: VEHICLES AND JUNK VEHICLES ON PRIVATE PROPERTY <br /> The issue of junk vehicles and the parking of vehicles on <br /> private property has been around for a very long time. <br /> Every city seems to wrestle with the problem in their own <br /> fashion and develop solutions uniqueeto their community. <br /> This past spring the problems created by junk vehicles and <br /> more cars than can be parked in the garage or on the <br /> driveway has been more apparent than in the past. The <br /> reasons we have had more complaints are not the issue; the <br /> fact that our residents feel we have a problem is the issue <br /> and has precipated the research resulting in this memo. <br /> Problem Identification <br /> The complaints we have had this year on the subject can be <br /> broken down into four categories identified as follows : <br /> 1. The parking of cars on a parcel of property in <br /> greater numbers than can be parked in the garage <br /> and/or on the driveway. Complaints have come in <br /> ! regarding the parking of these vehicles in all <br /> yards. <br /> 2. The storage/parking of vehicles with curent tabs <br /> that appear to be non-operational or have remained <br /> in the same spot for an extended period of time. <br /> 3. Storage of junk vehicles both screened and <br /> unscreened. <br /> 4. Storage/parking of boats, trailers and recreational <br /> veh i s l�� <br /> Current Code <br /> The City Code currently has the following provisions : <br /> 1. 40.05, Subd. D, "Driveway surfaces shall not be less <br /> than five (5 ) feet from any lot line, except where <br /> said driveway provides access to a public street. " <br /> 2. 40. 05, Subd . E. , "Considers recreational vehicles as <br /> an encroachment in front yards and side yards <br /> abutting a public street. <br /> • 3. 81 .02, Subd. 5, (2 ) . "No person shall allow any <br /> motor vehicles or trailer to be parked in any yard <br /> adjacent to a public street except in a designated <br /> of :-street parking spaces . " <br />
