411 MEMORANDUM <br /> Memo To :Michelle Hren, City Planner <br /> From :Ric Minetor, City Engineer/Director of Public Works <br /> Date :March 15, 1990 <br /> Subject :Phillips 66 Request for Access to Long Lake Road <br /> I have reviewed the plans for this development again in regard to <br /> access to Long Lake Road versus Bronson Drive. As I previously <br /> commented, access to Long Lake Road is not in compliance with the <br /> municipal code set back distance for driveways at intersections. <br /> I am aware other situations in the City have been allowed, <br /> however, I am not certain what the circumstances were for these <br /> exceptions. Long Lake Road is a heavily traveled road and I feel <br /> we need to be very cautious about a variance at this location. <br /> The access to Bronson Drive would reduce car stacking for the car <br /> wash from the current 7 vehicles to 5 vehicles. The exact <br /> location of this entrance would determine actual stacking area. <br /> The question of whether 5 vehicle stacking is adequate is <br /> dependent on the cycle time of the car wash and the peak usage <br /> desire by patrons. Typically a stacking area of 5 vehicles is <br /> • adequate. <br /> There have been some questions raised as to load limit of Bronson <br /> Drive. We utilize Bronson Drive as it is the only access to our <br /> shops. Our trucks are often at legal axle limits as well as <br /> delivery trucks to our site. The concern of load limits is not a <br /> major concern since tankers would enter from Highway 10 and <br /> unload before exiting the site onto Bronson Drive. Spring load <br /> limits are normally in effect only 3 to 4 weeks each year, during <br /> this time over-weight permits can be issued for a location such <br /> as this one. <br /> Turning radius for these tankers is another concern. I have <br /> checked the turning radius from Bronson onto Long Lake Road. The <br /> radius of the southeast curb will need to be at least 15 feet. <br /> The plans show it is currently a 10 foot radius. This is a minor <br /> change. It is also better than the turning radius utilized if the <br /> tankers exit directly onto Long Lake Road. <br /> A final concern was the current and proposed volume of traffic in <br /> the area. I assume the concern was with Bronson Drive, as Long <br /> Lake Road already has significant levels of traffic. There is no <br /> foreseeable reason for any major increase of traffic on Bronson <br /> Drive. Even if a community center were constructed on the City <br /> Hall site, the traffic impact on Bronson would not be <br /> significant. This low volume of traffic is a good reason to <br /> • <br />
