After the first reading <br /> they will make any necessary changes. He also <br /> explained the time table that is being followed. <br /> Motion/Second: Wuori/Paone to have the first read- <br /> ing of Ordinance No. 486, amending the Municipal <br /> Code of Mounds View by amending Chapter 104 entitled <br /> "Garbage and Rubbish" , and waive the reading. <br /> 5 ayes 0 nays Motion Carried <br /> City Attorney Karney, at the request of Council- 11 . Report of <br /> member Quick, read his letter of March 21, 1990 Attorney <br /> to Clerk/Administrator Pauley, concerning a <br /> petition received from a citizen to have Council- <br /> . member Quick abstain from voting on any motion <br /> concerning the new Highway 610/10. Mr. Karney <br /> stated it is his legal opinion that Councilmember <br /> Quick does not have a conflict of interest in <br /> the matter, and he reviewed the findings he made <br /> in determining that, and that he has no direct <br /> pecuniary gain. <br /> Mr. Minetor reported the street sweeper is in and 12. Councilmember <br /> Wuori <br /> Councilmember Quick stated that the Council had Councilmember <br /> discussed earlier whether a traffic study should Quick <br /> be done on the 610 project, with the majority of <br /> the Council indicating they did not wish to do so. <br /> IIIHowever, in light of the comments made and infor- <br /> mation presented and concerns raised, he feels it <br /> is important to do such a study. <br />
