I am at a loss <br /> to explain Finance Department Staff's sudden loss of committment <br /> to the team building process. <br /> I do not concur with Finance Department staff's opinion <br /> regarding team building. I believe that the team building <br /> process could prove to be very beneficial to the Department and <br /> to the City. Without willing and enthusiastic participants, <br /> however, I question how effective a team building session would <br /> be. My understanding of the process is that the participants <br /> should be enthusiastic and committed to the process for it <br /> to be an effective tool to solve problems and to improve <br /> relationships. I wonder about the nature of the Finance <br /> Department's "problems" when members of the Department <br /> are unwilling to make a committment and expend some effort to <br /> resolve "problems" that they identified through interviews and <br /> completion of questionnaires during the conduct of the Management <br /> Audit. <br /> I spoke to John Vinton about the change in attitude of members • <br /> of the Finance Department towards team building. He too can not <br /> understand this sudden change in attitude. He felt that a <br /> session with all members of the Finance Department would be <br /> worthwhile to at least talk about and identify problems and/or <br /> issues within the Department. I concur that such a discussion <br /> would be of value. I request that a modified proposal be <br /> requested from Barb Arney and John Vinton for a follow-up in the <br /> Finance Department of the Management audit. <br /> • <br />
