• MEMORANDUM <br /> Memo To :Mayor and Council Members <br /> From :Ric Minetor, City Engineer/Di ector of Public Works <br /> Date :March 1, 1990 <br /> Subject :Regional Mutual Aid Association <br /> We have been contacted by the City of Fridley in regards to <br /> joining the 'Regional Mutual Aid Association' . The purpose of the <br /> Regional Mutual Aid Association (RMAA) is to have an agreement <br /> for the sharing of resources in responding to emergencies due to <br /> sudden and unforeseen conditions. <br /> The bylaws of RMAA require each member to supply a list of <br /> their equipment and to update this list annually. This equipment <br /> and manpower for operation is then available to other members in <br /> responding to emergencies . Each member agrees to provide <br /> insurance coverage of its personnel and equipment while it is <br /> operated in the other jurisdiction. There is to be no charge to <br /> the requesting member unless the incident becomes eligible for <br /> • Federal or State disaster assistance. <br /> I believe the City of Mounds View would benefit from becoming a <br /> member of RMAA. We recently requested and received assistance <br /> from Fridley in opening the street and repairing a water main at <br /> Eastwood Drive and Ardan Avenue. They provided over 2 hours of <br /> assistance by the use of their backhoe with a frost breaker <br /> attachment. The delay and cost of renting equipment could have <br /> been a few hundred dollars or more. The City of Fridley did not <br /> request any reimbursement, but did request that we consider <br /> joining RMAA. They also indicated that they would seek <br /> reimbursement in the future if we choose not to join RMAA. This <br /> is just a minor example of the possible benefits of membership in <br /> RMAA. <br /> Attached is a proposed resolution authorizing membership, I <br /> recommend the Council approve the form of the resolution and <br /> schedule this resolution for future action. <br /> • <br />
