' <br /> MEMO TO: MAYOR AND CITY COUNCIL <br /> 111 FROM: CLERK-ADMINISTRAT0 .�� j� <br /> DATE: JANUARY 26, 1990 <br /> S <br /> SUBJECT: 1990 LEGISLATIVE PROGRAM <br /> Pursuant to your direction I have developed a list of issues <br /> for your consideration as part of the City's legislative <br /> program for the 1990 Session. I developed this list after <br /> consulting with representatives of the League of Minnesota <br /> Cities (LMC) , and Association of Metropolitan Municipalities <br /> (AMM) , attending a meeting of the Ramsey County delegation and <br /> the Ramsey County League of Local Governments (RCLLG) , and <br /> seeking input from the Department Heads. Clearly, there are <br /> issues the Legislature is already looking at that will be the <br /> "hot topics" of the Session. There are also some issues that <br /> are not so flashy, but will have an impact on us and there are <br /> a few that I would propose the Council consider raising that <br /> are of a more local nature. <br /> The issues and a discussion of each is as follows: <br /> A. Tax Increment Financing (TIF) - There is every indica- <br /> tion that the Legislature will again address the issue <br /> of TIF and what can be done to curb perceived abuses . <br /> 111 The issue of TIF has come to the forefront for several <br /> reasons including Minneapolis' plan to refinance all of <br /> its districts thus giving a longer period of time to <br /> garner increments and the more aggressive positions <br /> taken by Hennepin and Ramsey Counties to call for <br /> controlling the number of projects and amount of <br /> captured property values. <br /> A draft report was on TIF was recently issued by <br /> Ramsey County's Policy Analysis Office. The report <br /> drew the attention of all of the cities in the <br /> County using TIF as it reached many conclusions <br /> not supported by fact. There have been three <br /> meetings of Ramsey County staff and City <br /> Administrators/Managers to discuss the report and <br /> hopefully minimize the damage. Two more meetings <br /> are scheduled for the week of January 29th to <br /> discuss a compromise position for recommendation <br /> to the City Council and County Board. No <br /> conclusions have been reached, but some of the <br /> areas of discussion include, <br /> 1. A County Economic Development Plan <br /> that can be used by the County in <br /> responding to TIF proposals and <br /> and cities in preparing their own plans. <br />
