Lawful Gambling Reform, Chapter 590, (S.F. 2018) <br /> The legislative reform of charitable gambling in <br /> the State of Minnesota resulted in three <br /> provisions which apply to cities . The first of <br /> these continues to allow organizations to make <br /> contributions of their charitable gambling profits <br /> to local governments but prohibits direct <br /> contribution to law enforcement or prosecutorial <br /> agencies. The second provision prohibits the ' <br /> Charitable Gambling Board from issuing licenses <br /> unless the city in which the licensee intends to <br /> operate adopts and submits a resolution approving <br /> the license within 60 days of the date of <br /> application. Finally, video games of chance are <br /> further restricted and are made illegal after <br /> January 1 of 1992 . Cities may be more restrictive <br /> on these games, including their outright <br /> prohibition, prior to the State's prohibition on <br /> January 1, 1992. <br /> 9 . Street Vacation Proceedings, Chapter 433 (S.F. <br /> • 1980) - This legislation requires that cities <br /> give written notice of street vacations to each <br /> affected property owner at least 10 days before <br /> the hearing. The notice must include a copy of <br /> the petition. <br /> I will be referring this item to City Attorney <br /> Karney for his recommendation on appropriate <br /> amendments to the City Code relating to street <br /> vacations in order to come into compliance with <br /> this statute. <br /> 10 . Qpen Meetings Data Practices, Chapter 550 (S.F. <br /> 1874) - This legislation significantly alters the <br /> rules for handling employee disciplinary actions <br /> as were setforth by the Minnesota Supreme Court's <br /> Annandale Advocate Decision in January of 1989 . <br /> Some of the more significant portions of the <br /> legislation are, <br /> • Data developed as part of a disciplinary <br /> action which is classified public must be <br /> released when a final decision has been <br /> rendered. <br /> • A public body must close a meeting for <br /> • preliminary consideration of allegations or <br /> charges against an individual subject to its <br />
