Cities <br /> .'iil1 be the last of the three groups to <br /> schedule hearings and are required to do so <br /> between August 20 and September 1 on dates <br /> that are not in conflict with the county or <br /> school district's hearing dates . <br /> The requirement for newspaper advertisements <br /> has been eased somewhat in that the ads must <br /> appear in " . . .an official newspaper of <br /> general circulation in the taxing <br /> authority. . .of general interest and <br /> readership. . .published at least once per <br /> week. . . (and) must not be placed in the part <br /> of the newspaper where legal notices and <br /> classified ads appear. " This will allow the <br /> City to publish an ad in the New Brighton <br /> Bulletin rather than the Minneapolis Star. <br /> The County will be required to mail generic <br /> property tax notices, see Attachment No. 2 to • <br /> each property owner registered in the County. <br /> Beginning in 1991 for budget year 1992, <br /> Ramsey County will be required to send out <br /> specific notices. The Legislature had <br /> previously appropriated $1.4 million to <br /> reimburse counties for the notices sent out <br /> in 1990 for budget year 1991. If the County <br /> costs for the preparation and mailing of the <br /> notices exceeds the state funding <br /> distribution, the excess costs will be shared <br /> among all of the participating local <br /> governments. <br /> 2 . Tax Increment Financing - Although many signficant <br /> changes were made to the Tax Increment Financing <br /> Law, most of them will not affect our current <br /> districts . As it relates to new districts, <br /> however, the Law is so prohibitive that it would <br /> be unlikely for the City to be able to create new <br /> districts or make any additional boundary changes <br /> to existing districts. Those changes which will <br /> affect the City's districts are as follows, <br /> County administrative and road costs - <br /> Counties are to be reimbursed for • <br /> administrative costs and improvements to <br />
