/ ? <br /> i <br /> MEMO TO: MAYOR AND CITY COUNCIL 1 <br /> FROM: CLERK-ADMINISTRATOR � A /1)" <br /> DATE: JUNE 12, 1990 / <br /> SUBJECT: AMM 1990 MISSION AND MEMBERSHIP SERVICES TASK <br /> FORCE REPORT <br /> Attached please find a letter from Mr. Larry Bakken, President <br /> of the AMM and Golden Valley City Councilmember transmitting <br /> to the City a copy of the report of the 1990 Mission and <br /> Membership Services Task Force. <br /> Mr. Bakken requests that the City Councils of the member <br /> cities of the AMM review the report and indicate their support <br /> or opposition of the proposal for adding a staff member and <br /> increasing dues to member organizations. <br /> I was a member of the original Mission and Membership Services <br /> Task Force that made a report in 1984 which also recommended <br /> the addition of a staff member to the Association's staff. <br /> The reasons given by the 1984 Task Force are similar to those <br /> provided by the 1990 Task Force on page 14 of their report. <br /> As the Legislature increases their level of involvement in <br /> • property tax aids and general legislative issues effecting <br /> cities in Minnesota and, particularly the Metropolitan Area, <br /> it is important that organizations such as the AMM and League <br /> of Minnesota Cities have adequate staff to lobby on our behalf <br /> before the Legislature and the Metropolitan Council. This <br /> increased lobbying activity draws the current staff away from <br /> their other duties including staffing, standing and ad hoc <br /> committees of members as well as their general day-to-day <br /> relations with member cities. The Task Force recommends that <br /> the additional staff member be assigned those duties that <br /> suffer when increased lobbying activities occur. <br /> . . - . . . . - 1.- . _ -. : , - - • . - i - - <br /> recommending <br /> -recommending an increase in dues in a range of 20-25%. <br /> Currently, the City of Mounds View pays dues in the amount of <br /> $2,789 for 1990 . A 25% increase would result in dues being <br /> approximately $3,500 per year. <br /> At the request of Mr. Bakken I am placing this item on your <br /> June 18th Agenda for your consideration.
