LUe/w) 6 - <br /> MEMO TO: MAYOR AND CITY COUNCIL <br /> 111 <br /> FROM: CLERK-ADMINISTRATOR •� <br /> DATE: JUNE 7, 1990 <br /> SUBJECT: INTOXICATING LIQUOR LICENSE RENEWALS <br /> In preparation for your public hearings on the renewal of on- <br /> sale and off-sale intoxicating liquor licenses on the evening <br /> of June 11th, staff has completed the following <br /> investigations: <br /> 1. The Ramsey County Health Department has been asked to <br /> inspect each of the on-sale intoxicating liquor <br /> establishments. These inspections will be completed <br /> during the week of June 4th and reports will be <br /> available for you on the evening of June 11th. <br /> 2 . The Fire Department was consulted regarding the <br /> inspection of all establishments. Inspections and <br /> reinspections were recently completed on all <br /> establishments other than Loose Ends. These <br /> establishments either met the Fire Code at the first <br /> inspection or made the required corrections prior to <br /> • reinspection. Loose Ends was inspected on May 8 and a <br /> reinspection has been scheduled for June 8th. It is my <br /> hope that a report on this reinspection will be <br /> available for you at the hearing. <br /> 3. Police Chief Ramacher has advised me that there were no <br /> activities or incidents in the past 11 months that he <br /> feels should jeopardize the issuance of these licenses. <br /> A copy of Chief Ramacher's memorandum is attached for <br /> your information. <br /> 4 . Planning Secretary Barb Benesch contacted Ramsey County <br /> - - <br /> on any of the properties licensed for the sale of <br /> intoxicating liquors in the City. <br /> 5 . A review of the current status of utility billings on <br /> each of these establishments reveals that, except for <br /> Loose Ends, all bills have been paid. With respect to <br /> Loose Ends, the establishment is past due in the amount <br /> of $1,483 . 11. City Attorney Karney has advised that <br /> the City is prohibited from denying renewal of the <br /> license due to past due utility accounts as Loose Ends <br /> is protected from such action under their Bankruptcy <br /> filing of 1989 . <br /> • <br />
