In reviewing <br /> the purchasing policy of the City, we have noticed that there is <br /> no reference to this practice. Therefore I am recommending adding <br /> the following section to the purchasing policy. <br /> Add the following to section 2.02: <br /> When bids are awarded with a contingency reserve, the <br /> Department Head in charge of the project, or the Clerk <br /> Administrator, shall have the authority to sign change <br /> orders for the City up to the value authorized in the motion <br /> awarding the bid. • <br /> S <br />
