<br />Item No: 2C <br />Meeting Date: April 3, 2006 <br />Type of Business: Worksession <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Review Amendments to Ordinance 769, an <br />Ordinance Amending Chapter 1008 of the Municipal <br />Code Relating to Signs and Billboards <br /> <br />Discussion: <br /> <br />At the Council meeting on March 27, 2006, the Council gave second reading to the <br />ordinance amending sections of the Sign Code. Staff recommended two revisions to the <br />ordinance as it was presented, the first being elimination of billboard sites along the north <br />side of County Road 10 south of Woodale due to potential conflict with the City’s own <br />Gateway / entryway sign, the second being changing the max height to 45 feet for ONLY <br />those signs along 35W, US 10 and Old Highway 8. <br /> <br />Much discussion ensued regarding the two proposed revisions. Ultimately the Council <br />amended the first revision such that both sides of County Road 10 south of Woodale were <br />eliminated. Billboard would only be allowed fronting Old Highway 8, US 10 and 35W. The <br />billboard height allowance was discussed and ultimately the proposed revision stood as <br />provided by staff. The revision relating to the County Road 10 locations essentially rendered <br />staff’s revision moot. The end result was that the ordinance remained unchanged as to <br />billboard height—45 feet. <br /> <br /> <br />Reconsideration: <br /> <br />Later in the Council meeting after the ordinance had been adopted, I requested that the <br />Council reconsider its adoption of the ordinance and table action until April 10 to give staff <br />time to draft supplemental language regarding the maximum number of billboards in the <br />community. City Attorney concurred with the recommendation to reconsider and to table the <br />ordinance and indicated he would work with staff to draft language appropriate to address <br />the identified issue. The Council reconsidered the ordinance and tabled action until April 10. <br /> <br />The language suggested by staff and reviewed by the City Attorney is as follows: <br /> <br />h. Maximum Number. The maximum number of billboards that may be located within the <br />City at any one time shall be limited to ten (10). Any billboard legally existing at the time that <br />this ordinance is adopted may be removed and relocated consistent with the provisions of <br />this Code. Any billboard in the process of being relocated at the time that this ordinance is <br />adopted shall be counted among the maximum number allowed and shall be allowed to <br />complete its relocation. <br /> <br />
