Item No. 5C <br />Meeting Date: November 6, 2006 <br />Type of Business: WK <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br /> <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Red Oak Drive Traffic Report <br /> <br />Background: <br />On July 10, 2006, a letter of proposal was submitted by the firm of Bonestroo, <br />Rosene, Anderlik, and Associates to assist the City with a traffic study of the <br />northwest area of the City. At that meeting the City Council gave direction to <br />reduce the cost of the study by revising the scope of services for the study. <br /> <br />On July 24, 2006, new a letter of proposal was submitted which reduced the <br />scope of service for the traffic study of the northwest area of the City. Based on <br />these revisions, it was estimated that the new proposal would be reduced from <br />$43,420 to about $30,000. <br /> <br />The City Council determined that the cost of the study compared to the potential <br />benefits received did not make the complete study justifiable. <br /> <br />Staff asked for some latitude from the City to work with BRAA to determine what <br />the City can do regarding some traffic counts without performing actual studies. <br /> <br /> <br /> Discussion: <br />Recognizing the need to address some basic traffic issues and questions in the <br />northwest area of the City, specifically associated with Red Oak Drive, Staff has <br />collected traffic data. <br /> <br />This data is attached for the City Council’s review and will be presented at the <br />November Work Session. <br /> <br />The complete report has been included in the DRAFT 2007/2008 Street and <br />Utility Improvement Project Feasibility Report. <br /> <br /> <br />
