Item No: 4A
Meeting Date: 12/04/06
Type of Business: WS
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Kurt Ulrich, City Administrator
Item Title/Subject: Funding for Festival in the Park – Responses from Ramsey County
Communities

Question:
How much does your City dedicate in its annual budget to your annual community
celebration?

Responses:

Arden Hills
Interesting timing for this questions - we just received direction from our Council to
remove this from our 2-007 budget - we're taking a year to reevaluate. Anyway, we had
$50,000 in expenditures and $22,000 in revenues in the budget for a net expected
expenditure of $30,000. Our celebration was a one-day event - children's games and
activities during the day (all free), musical entertainment for kids (like the Teddy Bear
Band or Splatter Sisters), musical entertainment for adults (White Sidewalls), Prior Lake
Ski Show, and Fireworks (most years accompanied by Shoreview Northern Lights
Band). Also - a catered dinner under a tent, sold tickets but the cost of the ticket did not
tend to cover full cost of the meal. In any case, the dinner was the only thing that cost
any money.

Falcon Heights
We have two events, both of which are subsidized by sponsorships from local
businesses. The city costs for both events are:

Dead of Winter 2006 - $ 1,009.37
Ice Cream Social 2006 - $1,200.51
Total = $2, 209.88

These are probably much smaller than your events, but hopefully this helps-

Little Canada
We formally budget $7,000 of gaming funds (10% tax on charitable gambling) for
fireworks. We do not have any other formal budget amount, but we estimate staff time
for our Parks crew at about $10,000 per year.

Beyond that, Canadian Days has charitable gambling (two pull tab sites). That nets
them about $30,000 per year. Before they had a successful charitable gambling site, I
remember them saying they needed about $20,000 a year to make the celebration
work.
