Goals and Policies. Goal determination is inherent in the <br /> definition of the planning process. Realization of an end <br /> 111/1 requires clear definition and understanding of this end. <br /> A goal is the end toward which all effort is directed, while <br /> a policy is a definite course of action which leads toward <br /> a goal. Goals and policies are set relatively early in the <br /> planning process, however, this does not preclude that they <br /> cannot be revised at any later stage. <br /> Functional Plans. The several components of the plan have to <br /> be analyzed and developed independently before they can be <br /> synthesized into the final development plan. The components <br /> of the plan vary with each community. Relative to Mounds View, <br /> the significant functional plans include: (1) land use, (2) <br /> transportation, and (3) community facilities. The synthesis <br /> of all functional plans produces the overall development plan. <br /> Effectuation. As any other public document, the plan is only <br /> as good as its implementation. It is in the effectuation of <br /> the plan that the community at large assumes its most signifi- <br /> cant responsibility in the planning process. Through the tools <br /> at its disposal, the community may apply the policies that it <br /> has developed. <br />
