Goals and Policies. Goal determination is inherent in the
definition of the planning process. Realization of an end
111/1 requires clear definition and understanding of this end.
A goal is the end toward which all effort is directed, while
a policy is a definite course of action which leads toward
a goal. Goals and policies are set relatively early in the
planning process, however, this does not preclude that they
cannot be revised at any later stage.
Functional Plans. The several components of the plan have to
be analyzed and developed independently before they can be
synthesized into the final development plan. The components
of the plan vary with each community. Relative to Mounds View,
the significant functional plans include: (1) land use, (2)
transportation, and (3) community facilities. The synthesis
of all functional plans produces the overall development plan.
Effectuation. As any other public document, the plan is only
as good as its implementation. It is in the effectuation of
the plan that the community at large assumes its most signifi-
cant responsibility in the planning process. Through the tools
at its disposal, the community may apply the policies that it
has developed.
