RESOLUTION NO. 159-86 <br /> 411) CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> • <br /> RECOMMENDATION TO THE CITY COUNCIL REGARDING MOUNDS VIEW <br /> PLANNING CASE NO. 162-84, ROSEWOOD CORPORATION <br /> WHEREAS , Rosewood Corporation has requested City approval <br /> to construct a mini storage facility on a lot in Pinecrest <br /> Properties approximately one block north of the intersection of <br /> Highway 10 and unconstructed Raymond Avenue; and <br /> WHEREAS, construction of this facility, as requested , <br /> requires approval of the development and major subdivision; and <br /> WHEREAS , the Planning Commission has reviewed the staff <br /> report and reviewed information submitted by the applicant which <br /> includes the following : <br /> 1 . Development Plan <br /> 2 . Site Survey • <br /> 3 . Evidence of Site Control; and <br /> III WHEREAS , the Planning Commission has also reviewed this <br /> proposal and it is in conformance with all chapters of the <br /> Municipal Code , specifically Chapters 40, 42, 49, and 49A and <br /> State Statutes; and <br /> WHEREAS , this development must be reviewed and approved by <br /> the Rice Creek Watershed District (RCWD) prior to construction; <br /> WHEREAS, presently, City Code does not expressly permit on <br /> site residency managers for mini-storage facilities; and <br /> WHEREAS , the construction of the berm along County Road <br /> H-2 and the fire access from County Road H-2 had been agreed upon <br /> prior to rezoning the property (Ordinance No. 368 ) ; and <br /> WHEREAS, the location of the right-of-way of Raymond <br /> Avenue has not yet been resolved . <br /> NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br /> Planning Commission recommends approval of the request by <br /> Rosewood Corporation contingent on approval from Rice Creek <br /> Watershed District, construction of the berm along County Road <br /> H-2, and construction of utilities and street to the site and <br /> resolution of the right-of-way of Raymond Avenue; <br /> BE IT FURTHER RESOLVED that the Mounds View Planning <br /> Commission recommends that a development agreement be entered <br /> III into between the City and the developer which includes the <br /> following : <br />
