PROCEEDINGS OF THE PLANNING COMMISSION <br /> 410 CITY OF MOUNDS VIEW <br /> RAMSEY COUNTY, MINNESOTA <br /> Special Meeting <br /> February 17, 1988 <br /> Mounds View City Hall <br /> 2401 Hwy. 10 , Mounds View, MN 55112 <br /> The Mounds View Planning Commission was called 1 . Call to Order <br /> to order by Chairman Mountin at 9: 35 p.m. <br /> MEMBERS PRESENT: Commissioners Simons , Burgers, 2. Roll Call <br /> Zollner, Saunders and Chairman Mountin. <br /> It was noted that Commissioners Miller and <br /> Peters had excused absences. <br /> ALSO PRESENT: Councilmember Wuori and City <br /> Planner Herman. <br /> There were no requests or comments from the 3. Citizens Requests <br /> floor. and Comments from <br /> floor <br /> Motion/Second: Burgers/Simons to approve 4. Consideration of <br /> Resolution No. 214-88 finding Development Resolution No. <br /> District Plan #1, Tax Increment Financing 214-88 <br /> Plan #2 to be consistent with the Comprehen- <br /> sive Plan. <br /> 4 ayes 1 nay Motion Carried <br /> Commissioner Zollner felt that the Tax Increment <br /> Financing (TIF) Plan was not consistent with <br /> the Comprehensive Plan. She believes the TTF <br /> Plan is not in the best interest of the <br /> community, and the community should not provide <br /> corporate welfare. She also stated that the <br /> Plan will cost the City. She indicated that if <br /> the changes in TIF legislation occurs, and TIF is <br /> gone, then all communities will have the same <br /> development opportunities and communities will <br /> not have to support corporations. Commissioner <br /> Zollner also believes this area will be developed <br /> without the subsidy from the City. <br /> . Motion/Second: Zollner/Saunders to approve 5. Consideration of <br /> Resolution No. 215-88 finding Development Resolution No. <br /> District Plan #3, Tax Increment Financing 215-88 <br /> Plan #3, to be consistent with the Comprehen- <br /> sive Plan. <br /> 0 ayes 5 nays Motion Failed <br />
