Mounds View Planning Commission April 6, 1988 <br /> Regular Meeting Page Three <br /> 411Councilmember Wuori pointed out problems could occur <br /> with parking if a funeral were to be going on at the <br /> same time as school classes. <br /> Chairman Mountin suggested including in the conditional <br /> use permit that the temporary building be removed or the <br /> lot be brought up to Code within a five year period. <br /> Commissioner Zollner stated she would like to see the <br /> playground area fenced, as presently it is a very <br /> dangerous situation as children can dart out into the <br /> street, and she stated she would like to see that done <br /> before the parking lot update is required. <br /> Jim Dayr, a representative from Church Upon the Rock, <br /> stated they had been ready to put a fence up at one <br /> time, but the neighbors objected. He added they would <br /> be willing to put it up now. <br /> Chairman Mountin recommended it be placed on the west <br /> side of the play yard, and should 4e -4.8:" high. She <br /> added that if it meets code, the neighbors could not <br /> object to it. She also asked that the fence be required <br /> as part of the resolution. <br /> There was discussion on how the temporary building would <br /> Woe placed in relation to the main structure, whether it <br /> would be connected, or have a canopy top, or other <br /> options available. <br /> Bob Baer, an elder of the church, stated he had been <br /> asked by the pastor to speak, as he could not attend, <br /> and he stated he would like to address the square footage <br /> requirements for each pupil. He stated it was a <br /> growing school with a waiting list, and they felt 30 <br /> square feet was adequate per pupil, and he requested <br /> the Planning Commission approve the 30 square foot <br /> requirement. <br /> City Planner Herman explained that one of the reasons <br /> Staff is recommending a higher than 30 square foot ratio <br /> is that fixed space needs go up with smaller classrooms, <br /> and their rooms are definitely smaller that the State <br /> standards. She added the Building Inspector is concerned <br /> about the emergency exits in the event of a fire , and <br /> larger classes would involve getting more students out <br /> the same exits, and there are also classes which must go <br /> through another classroom before reaching the exit. <br /> Mr. Dayr stated that 30 square feet is a normalizing <br /> measure , and a desk requires 9 square feet, which then <br /> 4111eaves 21 square feet for other needs. He added that <br /> the economics of space and operation are considerably <br /> different for them than those of State schools. <br />
