MOUNDS VIEW PLANNING COMMISSION <br /> RESOLUTION NO. 220-88 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION RECOMMENDING APPROVAL OF CHURCH UPON THE ROCK <br /> TO MAINTAIN A CHURCH AND ELEMENTARY SCHOOL WITHIN <br /> AN R-1 DISTRICT AT 7901 RED OAK DRIVE <br /> WHEREAS, Church Upon the Rock has requested an update of <br /> their special use permit dated February, 1975; and <br /> WHEREAS, the Church has eliminated the adult religious <br /> school and has converted some of that space to classrooms for the <br /> elementary school; and <br /> WHEREAS, the Church has sold the triangular parcel which <br /> was used for parking; and <br /> WHEREAS, these changes from the previoius permit <br /> necessitate the revision of the Church' s special use permit. <br /> NOW, THEREFORE, BE IT RESOLVED that the Mounds View <br /> Planning Commission recommends approval of a conditional use <br /> • permit for an elementary school and church within an R-1 District <br /> at 7901 Red Oak Drive, legally known as Spring Lake Park <br /> Hillview, Lots 113 and 114, contingent upon the following. <br /> ( 1 ) The total number of students allowed in the facility will <br /> be determined by a ratio of pupils to square feet of <br /> classroom space. A ratio of one student per 35 square <br /> feet will be be used for the existing structure and a one <br /> to 30 ratio in the temporary classroom building. <br /> (2 ) Through joint facilities parking, the site will have the <br /> proper amount of parking spaces per the City Code for <br /> either the c urc or e e eme - •• ^ <br /> greater. In addition, the Church will obtain a written <br /> agreement with the property owner at 2791 Highway 10 to <br /> use their parking facilities on Sundays. <br /> (3 ) Placement of a fence on the west side of the play area <br /> along Red Oak Drive. <br /> BE IT FURTHER RESOLVED that the Planning Commission grants <br /> a variance to Church Upon the Rock to put up a 60" high fence <br /> along Red Oak Drive because of the exceptional and extraordinary <br /> circumstances which apply to this property, namely, the use of a <br /> school and playground on the site. <br />
