Mounds View Planning Commission June 22, 1988
Special Meeting Page Five
Mr. Borovsky clarified that Barr Engineering was not
directed by the City Council or Planning Commission
to figure out how to configure the development to meet
the Code, and that should be done by the developer.
Chairman Mountin recommended adding another whereas
to the resolution, that the variance to the 100 ' set-
back should not be viewed as a blanket variance and
may in fact be changed by a redesign of the wetland
alteration.
Savri Ayaz, no address given, stated he feels the
variances should be specific, not general.
Chairman Mountin explained this would be an open
door so that if reasonable alternatives are available,
they will be looked at, and she added there may be a
reasonable alternative here.
Mr. Merila stated he feels precedent was set with
Planning Commission Resolution No. 93-83 , for Dynamic
Designers , as a variance was granted due to a hardship
with many similarities to their proposed development.
He added Edgewood Square was approved with 90 ' lots,
and they are considered to be part of the wetland area.
He added the big issues are lot size and width, and he
illquestioned. if there was a real need for the standards
set for development of the wetlands .
Chairman Mountin replied the variance to build in the
100 ' buffer is a moot point if the preliminary plat
is not approved. She explained that without the
variances for Dynamic Designers, which was One
lot, it was just not buildable. She stated she was
not certain what the circumstances were for the Eigen-
heer property, but if an error was made, that does not
mean it should be repeated.
Chairman Mountin reiterated that due to time constraints,
the Planning Commission must work with what is before
them, and as there is no request from the developer to
table this to allow time for. the Planning Commission to
review the information received earlier today, action
must be taken now.
Motion/Second: Zollner/Miller to adopt Resolution No.
229-88 , a resolution of recommendation to the City
Council regarding the Harstad Development Proposal
known as Greenfield Estates.
5 ayes 0 nays Motion Carried
IIICity Planner. Herman reported the itemwould be on
the July 5 agenda of the Council, and the applicant
would be notified.
