Mounds View Planning Commission February 1, 1989 <br /> Regular Meeting Page Two <br /> • Miller questioned why the blue accent strip was being <br /> added to the truck garage but not the mechanical room. <br /> Scott Kinkade, of Ryan Construction, explained the <br /> blue strip misses the mechanical room because of <br /> lower wall panels, and the architect feels the accent <br /> strip is less appropriate there with the lower walls. <br /> Acting Chairman Burgers questioned the timeframe for <br /> adding the 103 future parking stalls. <br /> Mr. Kinkade explained it is linked to the expansion <br /> of the building. He added they would most likely sod <br /> the area for now but did not plan on any permanent <br /> plantings or trees. <br /> City Planner Herman explained the Forester has <br /> recommended shading and some green area be included, <br /> as he feels the benefit would be good for the five <br /> year period planned before expansion, and they could <br /> likely be transplanted at the time the expansion <br /> is done. She noted the islands in the parking lot <br /> would take out about ten parking spaces, but those <br /> could be accomodated in the northwest corner of the <br /> property. <br /> . There was discussion on the suggested islands. Ryan <br /> Construction's concern is totally with the number of <br /> parking stalls. Ramsey County plans on working on <br /> the expansion of County Road J in 1990, which in effect <br /> would take 16 parking spaces,, and the islands would <br /> take an additional 10. Mr. Kinkade stated snow plow- <br /> ing was a concern, but one they could live with, but <br /> parking and the number of stalls available is a greater <br /> concern. He stated the bottom line is that the total <br /> number of parking stalls in the front lot would be <br /> lessened with the widening of County Road J and the <br /> islands. <br /> City Planner Herman pointed out they are assuming <br /> future expansion will take place, and the City has <br /> told them how many spaces will be needed, and they are <br /> trying to plan for that accordingly. <br /> Mr. Kinkade explained their concern with adding <br /> spaces to the northwest corner is that cars would have <br /> to access through the truck circulation area, and they <br /> are concerned with safety. He added they would <br /> have the truck drivers park back there but would not <br /> want the office personnel to do that. <br /> Councilmember Wuori pointed out that when County Road <br /> J is widened, it is supposed to be shifted to the <br /> north. <br />
