MOUNDS VIEW PLANNING COMMISSION <br /> 11 RESOLUTION NO. 504-97 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION FINDING THAT THE MODIFICATION NO. 1 TO THE PROJECT PLAN FOR <br /> THE MOUNDS VIEW ECONOMIC DEVELOPMENT PROJECT AND <br /> ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 4 <br /> (REDEVELOPMENT)CONFORMS TO THE GENERAL PLANS FOR THE <br /> DEVELOPMENT AND REDEVELOPMENT OF THE CITY <br /> WHEREAS,the Mounds View Economic Development Authority for the City of Mounds <br /> View has proposed to adopt Modification No. 1 to the Project Plan for the Mounds View Economic <br /> Development Project and Establish Tax Increment Financing District No. 4(Redevelopment)and have <br /> submitted the Project and Project Plan to the City of Mounds View Planning Commission pursuant to <br /> Minnesota Statutes, Section 469.175, Subd. 3; and, <br /> WHEREAS,the Planning Commission has reviewed the Project and Project Plan to determine <br /> their consistency with the general plans for the development and redevelopment of the City as described <br /> in the Comprehensive Plan for the City. <br /> NOW,THEREFORE,BE IT RESOLVED by the Planning Commission that the Project and <br /> Project Plan are consistent with the general plans for the development and redevelopment of the City of <br /> Mounds View in that: <br /> The creation of TIF District No. 4 will allow the development of a private business, <br /> which will in turn produce revenues to assist in the installation of public improvements <br /> and renovation of a building intended as a community center for Mounds View. The <br /> Mounds View Comprehensive Plan has divided the City into 12 planning districts, and <br /> the proposed TIF District No. 4 is in District 1. The Comprehensive Plan envisions the <br /> creation of a"city center"where there will be a strong,vital,identifying community <br /> focal point in this district. This district is intended to be a mixture of commercial, <br /> public, low, medium and high density residential and open space uses.
