The developer shall complete a sight line study of the light standards on the theater <br /> portion of the site to determine if the light standards are visible from residential <br /> properties to the south. If it is determined that they would be visible, the height of the <br /> visible light standards should not exceed 24 feet in height. <br /> 5. Preliminary and final plats in accordance with Title 1200 of the Mounds View <br /> Municipal Code must be approved by the City prior to the issuance of permits for more <br /> than one building on the site. <br /> 6. City approval of a wetland buffer permit in accordance with Chapter 1010 of the <br /> Mounds View Municipal Code. <br /> 7. Approval of the required permit from the Rice Creek Watershed District. <br /> 8.
