This information will be combined <br /> with the suggestions that the Metropolitan Council has given the City in regards to <br /> housing elements that it wishes to see in the current Comprehensive Plan Update. Four <br /> areas of existing policy were listed for discussion: <br /> 1. Comprehensive Guide Plan adopted in 1979 <br /> 2. Focus 2000 Project Housing Goals in 1995 <br /> 3. Liveable Communities Housing Action Plan in 1996 <br /> 4. Current Housing Statistics <br /> I. Existing Comprehensive Guide Plan Housing Goals and Action Plan - 1979 <br /> Dorgan reviewed the goals included in the 1979 Plan. <br /> Brasaemle suggested updating the goals' language to reflect issues that are relevant to the <br /> '90s, such as sustainable development. <br /> Dorgan continued by reviewing the action plan from the 1979 Comprehensive Guide Plan <br /> process which included discussion of housing rehabilitation and redevelopment, innovative <br /> housing, and housing assistance. <br /> II. City of Mounds View Focus 2000 Project Housing Goals- 1995 <br /> Dorgan reviewed the seven housing goals included in the Mounds View Focus 2000 <br /> report completed in 1995. <br /> III. City of Mounds View's Livable Communities Housing Action Plan - 1996 <br /> Dorgan summarized the 1996 Livable Communities Housing Action Plan which was <br /> approved by the City and the Metropolitan Council. According to Metropolitan Council <br /> statistics available at this time, Mounds View was well within the range of providing <br /> affordable housing. Mounds View's larger apartment complexes fall below the fair market <br /> rents published by the Department of Housing and Urban Development. <br /> Dorgan reviewed various housing assistance programs, housing developments in Mounds <br /> View, housing maintenance, rehabilitation, and redevelopment programs, local initiatives, <br /> and goals and policies for future life cycle needs. <br /> IV.
