Mounds View Planning Commission November 4, 1998 <br /> • Regular Meeting Page 3 <br /> said the trash container issue would not be addressed as part of the five-foot setback <br /> request; although the owner has indicated they ar going to beautify the area. The snow <br /> removal issue will be brought up to Donatelle's attention. <br /> Ericson stated the public hearing for the issue is on the Planning Commission Agenda for <br /> November 18, 1998. <br /> B. Discussion of City Remnant Parcel <br /> Ericson gave his report as follows: <br /> When Edgewood Drive is relocated in the spring of 1999, a 1.5 (approx.) acre remnant <br /> site will be created which could be developed. Adjacent to the area is the 9.4 acre <br /> Midland Videen property. Of the 9.4 acres, 1.5 acres at the southwest corner of the site is <br /> possibly developable. Because the two sites are contiguous, it would make sense to <br /> market them together to get the best development. The City Council has directed the <br /> Planning Commisison to examine this corner and to recommend through the <br /> comprehensive plan, the most appropriate use considering the adjacent Community <br /> Center, City Hall and the development across Highway 10. <br /> • The Cityhas recentlyreceived an Offer to Purchase the remnant parcel from TOLD <br /> Development Co. for $350,000. TOLD has a letter of intent to purchase the Midland <br /> Videen property. TOLD has not provided details at this time about how they would <br /> develop the properties. They have indicated that they would propose to develop a <br /> Walgreens store and possibly a restaurant if there is sufficient room on the site. <br /> Anthony Properties has also expressed interest in the site and requested an opportunity to <br /> bid on the City remnant parcel. They have indicated that they would be interested in <br /> developing an office building on the site. The City Council considered the offers and <br /> continued consideration indefinitely. They stated that it would be important to have <br /> additional Planning Commission review and input concerning what the land use should be <br /> on the parcels involved. Staff is working with SEH to finalize the plans for the street <br /> realignment project which will determine the final configuration of the remnant parcel. <br /> Staff was asking the Planning Commission for their input and to recommend a specific use <br /> for the sites in question. <br /> Brasaemle expressed his concern that the sites would not make good park space because <br /> of the closeness to traffic and control lights. Commissioner Stevenson had also made this <br /> point at an earlier Commission meeting. Brasaemle said he was also concerned with the <br /> • possibility of a Walgreens store next to the new City Center. <br /> Because Commissioners Stevenson and Obert were absent, further discussion of the issue <br />
