Mounds View Planning Commission November 18, 1998 <br /> • Special Meeting Page 3 <br /> With the realignment of Edgewood Road and development of a signalized intersection at <br /> Edgewood and Highway 10 for the Theater Project, staff and Council are requesting input <br /> from the Planning Commission as to the best use of the 1.5 acre parcel that will be created <br /> as a result of this project. Alternate plans have been developed by SEH for staff, Council, <br /> and Commission's review. Jopke gave a visual presentation and a lengthy discussion and <br /> explanation ensued in regard to these plans. TOLD Development and Anthony Properties <br /> have expressed interest in developing the land and have asked the City to send out RFPs in <br /> regard to developing the site. TOLD is suggesting a Walgreens Drug store and possible <br /> restaurant if they can combine the City owned parcel with the adjacent Midland Videen <br /> property which would yield approximately three acres of developable land. Anthony <br /> Properties has indicated they would develop the site(s) as an office building similar to <br /> what is being developed at the Theater site. <br /> Development of the sites would require a rezoning and Comprehensive Plan change. <br /> Brasaemle stated, "I personally see an office building fitting better there, but I can't say <br /> that I'm opposed to the Walgreens's either." Obert said the City needs to consider what <br /> the configuration of the land is going to be, how the City will "guide" it in the <br /> Comprehensive Plan, and then let the developers come to the City. He said the Mayor <br /> • was right in trying to get more people involved in the process at this point because the <br /> process seemed too rushed. Obert stated development should go to the highest bidder and <br /> he did not have a preference as whether the development was "retail" or "office." <br /> Stevenson stated the City does not have to take the lead in the development of the site. <br /> The private sector will take care of that issue. Jopke suggested sending out an RFP on the <br /> City owned parcel only. <br /> Obert said the parcel has to be defined, appraised, and platted so that Interested <br /> developers responding to the RFP will know what they are dealing with. Jopke said the <br /> Edgewood Realignment Plan was being brought before the Council at their December <br /> Work Scssion. Final plan devclopmcnt should come by the end of the year. The <br /> Edgewood realignment construction process should be ready to start in March 1999 with <br /> development of the"remnant parcel" being available in the summer of 1999. Stevenson <br /> said development opportunities have left the City because of the time delays that have <br /> occurred at the Theater Project. This has hurt the City in the eyes of the development <br /> community, he said. <br /> Jopke asked the Commission for their input in regard to including the Highway 10 Design <br /> Theme as part of the development of the "remnant parcel." It was the unanimous <br /> consensus of the Commission that any development that occurs along Highway 10, from <br /> this point forward, be required to include the design components of the Highway 10 <br /> • Design Theme. <br /> B.
