Mounds View Planning Commission June 2, 1999 <br /> • Regular Meeting Page 5 <br /> Ericson referred to the Certificate of Survey, on-site plans, and a graphic display, stating that two <br /> areas of the Woodlawn Terrace Apartment complex encroach upon the subject property, near the <br /> southern end,toward Woodlawn Drive. He stated that Woodlawn Terrace's dumpster and parking <br /> lot cross the lot line, which is in violation of the City Code. He stated that staff would be meeting <br /> with the owner of the apartment complex to discuss this and other issues relative to the development <br /> of the four-plex. <br /> Ericson stated that there were water and sewer lines in Woodlawn Drive so utilities are available to <br /> the site. There are ten-foot drainage and utility easements on the property's north and west sides <br /> which will more than likely serve as drainage areas for the development. He stated that he would be <br /> consulting with the City Attorney regarding a five-foot side yard drainage and utility easement along <br /> the east lot line between the two vacant properties to provide for additional drainage. He stated that <br /> the City typically requires that an easement be dedicated for that purpose. He noted that the <br /> easement would not be privately owned, but retained by the City. He stated, however, that the <br /> developer could be required to maintain the easement and that this would be addressed in his <br /> discussion with the City Attorney. <br /> • Ericson summarized the issues and stated that staff had drafted a resolution recommending approval <br /> of the development review for the four-plex, with stipulations. <br /> Mike Juaire,applicant, stated that he had submitted the site plan changes as set forth in the second <br /> stipulation of the Resolution. <br /> Commissioner Hegland asked if the plans contained anything to address the parking situation on the <br /> northern most unit. <br /> Mike Juaire stated that it was their intention to create two additional parking spaces in the northeast <br /> corner of the site, but the plans had not yet been redrawn. <br /> Bill Juaire, applicant, stated the end parking spaces will eliminate the back out movement. He stated <br /> they were considering putting up signs and striping a no-parking zone in an attempt to alleviate the <br /> problem of congestion. They will also have separate operating procedures as an adjunct to their <br /> lease. <br /> Commissioner Miller asked about the composition of the exterior of the building. Mike Juaire stated <br /> that it was comprised of maintenance-free siding and steel doors. <br /> Chair Peterson asked if the building location on the lot could be adjusted. <br />
