Thrifty Auto Rental Resolution 586-99 • July 21, 1999 Page 4 (5) The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district in which the applicant intends to locate the proposed use. The Zoning Code allows for automobile rental businesses in this zoning district, with approval of a conditional use permit. The property is located on Highway 10, which is the City's primary business corridor. NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the conditional use permit with the following stipulations: 1. Hours of operation shall not exceed 7 a.m. to 9 p.m. Monday through Friday, 9 a.m. to 9 p.m. on Saturdays, and 10 a.m. to 4 p.m. on Sundays. 2. Service of vehicles shall only be performed inside the building and shall be limited to only those vehicles on site for rent or sale. There shall not be any service of • vehicles allowed for the general public. 3. The applicant shall revise the site plan to show two posted "No Parking" signs along the Spring Lake Road right of way. 4. Other than the vehicles for rent or sale, there shall be no outside storage allowed without the prior approval of an amendment to this conditional use permit. 5. Automobile sales will be limited to a maximum of three vehicles at one time. 6. Other than any interior signage, there shall be no signage allowed pertaining to the sale of vehicles. Cars may display"for sale" signs only if said signage is restricted to the interior of the vehicles. 7. No more than 23 vehicles shall be allowed to be parked outside on the premises at any one time, and only in accordance with the site plan date-stamped 7/15/99. 8. No vehicle shall be allowed to be parked on unimproved surface on the premises at any time. 9. The applicant shall make landscaping improvements to the property consistent with Commission and Council desires, to be more fully addressed prior to City Council . action. 10. The applicant shall record the conditional use permit with Ramsey County within 60 days of City Council approval or this permit shall become null and void.
