Mounds View Planning Commission August 4, 1999 <br /> Regular Meeting Page 11 <br /> of parking as proposed,there would be ten parking spaces for visitors. He stated that this exceeds the <br /> City Code parking requirements, which are one space for every three beds. He stated the question at <br /> hand is whether or not this amount of parking is adequate. He stated the applicant has indicated there <br /> is room to provide additional parking, and if, at some point in the future it was determined that 22 <br /> spaces were not adequate,they could show proof of additional parking on the site plan. Ericson noted <br /> that there were some time constraints to be considered in regard to this proposal. He inquired if there <br /> was sufficient consensus among the Commissioners to direct staff to bring before them a resolution <br /> recommending approval or denial to the City Council at the next meeting. <br /> Commissioner Kaden inquired regarding an amendment to the Code to clarify the type of use at the <br /> facility as "Nursing homes or other elderly congregate housing," and if this could be accomplished <br /> in conjunction with their recommendation to the City Council. Ericson stated that, in addition to <br /> recommending the approval of the rezoning request, they would make a recommendation to amend <br /> the City Code to clarify the allowed use, in terms of assisted living, nursing homes, or other types of <br /> group living. He stated this could be done at the same time, however, as two separate actions. <br /> Commissioner Kaden stated that he would like to see this language in the Code. <br /> Commissioner Hegland inquired regarding the progress of the traffic flow issue at the facility. Ericson <br /> stated,at this time, he was not aware of any agreements between the adjacent property owners and the <br /> 111 applicant for joint access, however, there were options to approach this matter, as well as the median <br /> on County Road I, at the time of the site plan review. <br /> Mr. Pinkerton stated, at this time, SuperAmerica is not interested in agreeing to a joint access. <br /> Commissioner Laube clarified that the applicant had previously indicated that they would consider <br /> an entrance only on Mounds View Drive, with the exit on County Road I. Mr. Pinkerton stated he <br /> thought this would be a good idea. Acting Chair Stevenson inquired if they would then keep the <br /> median. Mr. Pinkerton stated that the median could stay as it is, with a right out only exit. <br /> Acting Chair Stevenson stated that the parking issues could also be addressed on the site plan review. <br /> He stated the Commission could require the additional parking spaces be classified as possible <br /> overflow parking,and would not necessarily have to designate them as additional parking at this time. <br /> Ericson stated this was correct. <br /> Acting Chair Stevenson stated that the zoning change was the preliminary step, and would have to <br /> reflect that the property reverts to its original zoning if the proposal does not go forward. Ericson <br /> stated that after researching this matter, staff determined this technically could not be accomplished <br /> as previously indicated. He explained that the resolution could state "if the project does not go <br /> forward,a rezoning could take place," however, some action would be required of the Council in order <br /> to reinstate the original zoning of the property. He stated that the property owner had indicated he was <br /> agreeable to this. Acting Chair Stevenson stated that a statement to this effect should be included in <br /> the resolution. Commissioner Hegland inquired if the property owner could also be requested to <br /> 41110 <br /> provide his signature indicating his acceptance of this procedure. Ericson stated that this could be <br /> requested. <br />
