/ES <br /> • MEMORANDUM <br /> TO: PLANNING COMMISSION <br /> FROM: PAUL HARRINGTON, PLANNER 14. <br /> DATE: August 14, 1991 <br /> SUBJECT: VARIANCE REQUEST, MOUNDS VIEW SQUARE, PASTER <br /> ENTERPRISES <br /> Jim Everson, representing Paster Enterprises, has requested a <br /> variance to allow the elimination of required parking at Mounds <br /> View Square in order to construct a City required garbage <br /> dumpster enclosure. <br /> On July 8, 1991 the Mounds View City Council adopted an amendment <br /> to Chapter 104 of the Mounds View Municipal Code which required <br /> all multi-family and commercial properties within the City to <br /> construct enclosures for garbage dumpsters used on the parcels . <br /> • In October of 1989, the Mounds View City Council approved a <br /> rezoning and conditional use permit/planned unit development for <br /> Mounds View Square in order to allow the construction of a fast <br /> food restaurant with drive-thru facilities . At the time of <br /> approval, the proposed parking for the site was heavily <br /> scrutinized in order to determine its conformance with the <br /> applicable sections of the Mounds View Municipal Code. According <br /> to Code, the site required 537 parking spaces for the uses <br /> existing and proposed. The site plan for the parcel indicated <br /> that only 503 spaces were to be provided. Both the Planning <br /> Commission and the City Council chose to, by resolution, waive <br /> the requirement that 537 spaces be provided and allow the <br /> propo -d 503(please see attached copies of resolutions) . <br /> The applicant is asking that a variance to eliminate 26 parking <br /> spaces be granted. All of the proposed spaces to be eliminated <br /> are located behind the main structure on the property(please see <br /> attached site plan) . <br /> If there is any additional information you need, please do not <br /> hesitate to give me a call. <br />
