RESOLUTION NO. 2544 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING THE MOUNDS VIEW SQUARE <br /> CONCEPTUAL STAGE CONDITIONAL USE PERMIT/PLANNED UNIT <br /> DEVELOPMENT AND CONDITIONAL USE PERMIT FOR A HARDEES <br /> CONVENIENCE FOOD RESTAURANT, WITH DRIVE-THROUGH FACILITIES, <br /> PLANNING CASE NO. 276-89 <br /> WHEREAS, the Planning Commission has reviewed the <br /> requested partial rezoning from B-4 to B-3, conceptual stage <br /> Conditional Use Permit/Planned Unit Development and Conditional <br /> Use Permit for the convenience food restaurant to be located at <br /> the Mounds View Square Shopping Center site (PIN # 07-30-23- <br /> 11-0001 ) , and recommended to the City Council unanimous approval <br /> of the requests; and <br /> WHEREAS, the Planning Commission and City Council have <br /> reviewed the proposed rezoning request as a separate issue from <br /> the site development plans ; and <br /> WHEREAS, the City Council has reviewed the requested <br /> conceptual stage Conditional Use Permit/Planned Unit Development <br /> to allow for the addition of another principal building on this <br /> � "}# site; and <br /> WHEREAS, the City Council has also reviewed the <br /> Conditional Use Permit for the convenience food restaurant with <br /> drive-through facilities and the proposed development site plans <br /> associated with the new structure ; and <br /> WHEREAS, the City Council has reviewed the parking and <br /> circulation for the entire Mounds View Square Center site and has <br /> determined that the site plan provides 503 parking spaces when <br /> 537 parking spaces are required for a shortage of 34 parking <br /> spaces ; and <br /> WHEREAS the City Council has determined that they <br /> approve of waiving of the installation of 34 additional parking <br /> stalls as permitted with the flexibility of a CUP/PUD; and <br /> WHEREAS, the City Council has reviewed the traffic and <br /> parking study done by Benshoof and Associates ; and <br /> WHEREAS, the City Council has reviewed the City Engineer ' s <br /> memo regarding the traffic and parking study; and <br /> WHEREAS, the City Council is in agreement with the City <br /> i • Engineer ' s and Benshoof ' s traffic and parking study; and <br /> WHEREAS, the City Council has reviewed the City Forester ' s <br /> recommendations dated September 15th and September 28th and <br /> agree with the proposed recommendations ; and <br />
