In this cave, we believe the objective of dredging is to off- <br /> set water quality enhancement and stormwater storage values lost as a <br /> result of disturbances associated with the proposed development. The <br /> applicant has (has not) demonstrated that the proposed plan replaces • <br /> stormwater storage on a one-to-one basis. This meets the minimumnnecessary <br /> standard. The applicant. has also demonstrated that the water quality <br /> enhancement values of the wetland will be (will not be) enhanced if the <br /> proposed dredging plan is adopted. This indicates that moreCjtegp.the <br /> minimum amount of necessary dredging is proposed. The impacts of increased <br /> dredging to improve water quality enhancement values of the wetland must be <br /> weighed against the disadvantages of disturbance prior to permitting the <br /> proposed plan. <br /> IP <br /> STANDARD: S. Work shall not be performed during waterfowl breeding and <br /> fish spawning seasons. <br /> COMPLIANCE STATUS: The proposed construction schedule does not comply with this <br /> standard. The applicant should be encouraged to schedule Phase 1 work <br /> during winter mmnths (November to February) . <br /> • <br /> STANDARD' 9.
