• MEMORANDUM <br /> TO: PLANNING COMMISSION <br /> FROM: PAUL HARRINGTON, CITY PLANNER <br /> DATE: October 29, 1993 <br /> SUBJECT: ON-SITE PARKING EXPANSION, ROBERT'S OFF 10 <br /> 2400 COUNTY ROAD H2 <br /> Bob and Greg Waste, proprietors of Robert's Off 10, have requested <br /> City approval for the expansion of on-site parking facilities at <br /> their establishment at 2400 County Road H2 . The request, if <br /> approved, would grant a variance for the location of off-street <br /> parking at a zero lot-line setback along the East property line <br /> (Greenfield Avenue) , allow the scaling down of a City required berm <br /> along the West property line (Edgewood Drive) and approve the <br /> addition of impervious surface (parking area) . <br /> This item has been reviewed by the Mounds View Planning Commission <br /> 0 at their October 20,. 1993 Agenda Session. At that meeting the <br /> Planning Commission asked, in response to resident concerns, that <br /> Staff provide information regarding 1) the storm water drainage <br /> control capabilities of the site and surrounding area, 2) the <br /> impact of the proposed expansion and variance on snow removal and <br /> storage, 3) effects of the request on the existing berm and <br /> landscaping and, 4) the possible need for speed bumps on the <br /> property. In response to these requests, Staff has met with the <br /> City Forester (item 3 , memo attached) , City Consulting Engineer <br /> (item 1, memo forthcoming) and the Public Works Supervisor (item 2 , <br /> memo forthcoming) . In response to the necessity for speed bumps, <br /> Staff consulted the "Traffic Engineering Handbook" put out by the <br /> Institute of Transportation Engineers. They do not recommend the <br /> use of speed bumps in parking lots because they may create a hazard <br /> to pedestrians walking through the lot. <br /> Staff will be providing the remaining memorandums on Wednesday <br /> evening in addition to an updated site plan. Also at that time, a <br /> resolution will be provided for Planning Commission consideration. <br /> Please keep in mind that the Planning Commission will only take <br /> official action on the request for variance. The City Council will <br /> act on the alteration of the berm at a later date. <br /> If you have any questions, please do not hesitate to give me a <br /> call. <br />
