1 MEMORANDUM <br /> TO: PLANNING COMMISSION \� <br /> FROM: PAUL HARRINGTON, PLANNEq`' <br /> DATE: April 15, 1994 <br /> SUBJECT: DEVELOPMENT REVIEW/MAJOR SUBDIVISION <br /> EVEREST DEVELOPMENT, PLANNING CASE NO. 380-94 <br /> Everest Development has made application for the following within <br /> the Mounds View Business Park: <br /> 1) Development Plan Review - Review of a proposed 29 ,568 square <br /> foot facility on the so-called Building M site of the Mounds View <br /> Business Park. The facility and associated parking and landscaping <br /> will front Quincy Drive with a West exposure. The proposal plans <br /> for an additional 18, 050 square feet of facility to be developed as <br /> needed. The site will be serviced by 80 parking stalls, three (3) <br /> of which are handicap accessible. The planned parking facilities <br /> are in excess of the amount required by Municipal Code and should <br /> • more than adequately service the site. Please note that the <br /> parking stalls on the plan are not sized as required by Municipal <br /> Code (9 'x 18' -plan vs. 9 'x 20'-Code) however, Staff has met with <br /> the applicant and the corrected stall sizes will be provided on an <br /> updated site plan prior to any formal action by the Planning <br /> Commission. Staff has reviewed the submitted application and <br /> narrative provided by the applicant and found the request meets the <br /> intent of the Municipal Code as it applies to this request <br /> including, land use, setbacks, zoning, etc. As with other sites <br /> developed in the Business Park, provision for storm water run-off <br /> will be provided via a ponding system located on an adjacent <br /> property. The nature of the development (PUD) allows for storm <br /> water storage off site but, within—he–bau . . • . - - - = . : . <br /> Staff has forwarded a copy of the storm water control plan to the <br /> City's consulting engineer for comment. <br /> 2) Major Subdivision - The applicant has also requested approval <br /> of a Major Subdivision to allow for the subdivision of a portion of <br /> Pinecrest Addition (please see attached map) . The subdivision <br /> would create a 2 . 64 acre lot fronting on Quincy Drive. Staff has <br /> checked with the City Attorney and, as proposed, the Subdivision <br /> request meets all applicable requirements of the Municipal Code. <br /> 3) Rezoning - Currently, the project site is zoned I-1, <br /> Industrial . The applicant is proposing that the property be <br /> rezoned to PUD, Planned Unit Development, to accommodate the use of <br /> the parcel as part of the overall Business Park complex. This <br /> request is consistent with the plan for development of the Park <br />
