The applicant requests permission to establish up to seven (7) model <br /> manufactured home sites (density not to exceed one (1) manufactured <br /> home per lot) within Colonial Village Park. <br /> 2. The reason for the request is so that the quality of housing stock <br /> within the community can be upgraded. Upgrade opportunities occur <br /> when there is resident turnover, or when others from outside the park <br /> wish to move into better housing at Colonial Village Park or when a <br /> current resident wishes to install a new home within the community. <br /> 3. The entire community benefits when new homes designed and built to <br /> current standards of U.S. Housing and Urban Development (HUD) replace <br /> • homes built as early as 1969 before the federal standards were adopted <br /> (July 1976) . Colonial Village Park construction began in late '60's <br /> and continued in early '70's, so many of the homes remaining in the <br /> park now are about 25 years old. <br /> 4. New homes would be fully set up on lots as they become vacant. Each <br /> would be blocked and leveled to Mn Building Codes standards, connected <br /> to water, sewer, gas and electricity. Each would have foundation <br /> • enclosures (skirting) installed. <br /> 5. The home would be marketed to remain on the site where they are <br /> already installed. <br /> 6. Having an attractive new home in the block often inspires others to <br /> acquire a new home of their own or at least fix up their older home. <br /> Beauty can be contagious. Another factor, hard to measure, is that a <br /> higher quality home will attract homeowners of higher quality. Thus <br /> the City of Mounds View benefits. <br /> 7. Trade-ins? Some of the current residents who purchase new homes would <br /> use their existing home as a down payment, thus creating a "trade-in" . <br /> The "trade-in" would be sold in place by the applicant if it is of <br /> high quality or could be made to be of a higher quality. If the <br /> trade-in is not of high quality then the trade-in would be removed <br /> from the community by the applicant, creating a vacancy onto which a <br /> new home could be installed. <br /> 8. The side plan indicates three lots available now for upgrading. <br /> This method of community improvement is being done successfully in Inver <br /> Grove Heights at the Emerald Hills Village community.
