MEMORANDUM <br /> TO: PLANNING COMMISSION <br /> FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR <br /> DATE: April 18 , 1995 <br /> SUBJECT: REZONING REQUEST - 7305 KNOLLWOOD DRIVE <br /> LARRY BEACH, PLANNING CASE NO. 408-95 <br /> Larry Beach has made application for a Rezoning of the property <br /> located at 7305 Knollwood Drive. The property is currently zoned <br /> B-i, Neighborhood Commercial - the applicant is requesting an R-2 , <br /> Single and Two Family Residential classification in order to <br /> support his plans for a twin home on the property. The existing <br /> structure located on the property (a closed Tom Thumb convenience <br /> store) would be removed in the event the rezoning is approved. <br /> Chapter 1125. 01 Subdivision 1 (e) of the Mounds View Municipal Code <br /> identifies those factors upon which the Planning Commission should • <br /> base its decision relative to any rezoning request. Those factors, <br /> and an analysis of their relevance, are as follows: <br /> 1) Relationship to Municipal Comprehensive Plan <br /> The Comprehensive Plan in its current form identifies this parcel <br /> as neighborhood commercial . However, discussions held at the <br /> Planning Commission level within the past three (3) years have <br /> focused on reclassifying this property to residential . <br /> 2) Geographical area involved <br /> The parcel is bounded on the South and West sides by County Road H2 <br /> and Knoliwood Drive respectively. The North and East boundaries <br /> abut property zoned R-2 . <br /> 3) Whether such use will tend to or actually depreciate the <br /> area in which it is proposed <br /> Because of the surrounding R-2 property, the proposed rezoning is <br /> consistent with the uses currently in place. <br /> 4) The character of the surrounding area <br /> Beyond the immediately adjacent properties , the overall land use in <br /> the vicinity of the subject property is overwhelmingly residential • <br /> in nature. <br />
