SECTION 9-150. AREA OF SPECIAL CONTROL <br /> a. It is recognized that regulations provided in this ordinance cannot sensitively <br /> handle all the sign situations in the City of New Brighton. Therefore, the City • <br /> Council by resolution may designate any of the following areas of special <br />• control: a) scenic areas; b) shopping centers; c) renewal areas. <br /> 1. Scenic areas. A. scenic area is an area whose special architectural or <br /> historical characteristics or whose natural beauty requires special sign <br /> regulation to insure that all signs used within that area are compatible with <br /> each other. <br /> 2. Shopping centers are more intensive commercial areas whose character <br /> indicates that signs should be permitted which differ from those which <br /> would otherwise be applicable under this ordinance. A shopping center is <br /> a premise planned and developed as a unit, with an undivided or <br /> nonsegregated parking area, that is advertised as a center and has multiple <br /> occupancy. <br /> 3. Renewal areas are areas designed for renewal, redevelopment, or as <br /> development districts in accordance with the procedures established in <br /> Minnesota Statutes. <br /> b. In areas of special control, the City Council by special pennit.may estabIWth <br /> regulations for signs which are either more restrictive or less restrictive than <br /> those provided by this ordinance, having regard to the character of the area of 1111. <br /> special control to which the special conrol to which the special permit will <br /> apply. <br /> 1. In scenic areas, it is generally expected that sign regulations will be more <br /> restrictive than those which would otherwise be applicable under this <br /> ordinance. <br /> 2. For shopping centers, in addition to general standards in Section 9-040, <br /> the following apply: The shopping center should be identified by a single <br /> ground sign for the purpose *of center identification. It should display no <br /> more than five (5) words and identify the center, not advertised individual <br /> • businesses therein. The height and size limitations of a ground sign ahali <br /> follow the B-3 zoning requirements. <br /> Each activity in a building of multiple occupancy would be allowed a wall <br /> sign that would be an identify sign only. <br /> 3. In renewal areas, it is recognized that zoning ordinance regulations may <br /> have to be varied to creatively and reasonably revitalize the area. It is the <br /> intent of this paragraph that a comprehensive sign plan be a component of • <br /> an overall renewal plan and be sensitive to and compatible with the unique <br /> c:\WPsl\oRD\c3 <br /> Page 14 of 16 <br />
