The provisions of this Section are intended to <br /> encourage creativity,a reasonable degree of freedom of choice,an opportunity for effective <br /> communication,and a sense of concern for visual amenities on the part of those designing,displaying or <br /> otherwise utilizing needed communicative media of the types regulated by this Section, while at the same <br /> dow time assuring that the public is not endangered,annoyed or distracted by the unsafe, disorderly, <br /> IIP indiscriminate or unnecessary use of such communicative facilities. <br /> 801.27.02: PERMIT REQUIRED: <br /> Except as otherwise provided in this Section, no person shall erect, maintain, repair,or alter or relocate <br /> within the City any sign as defined herein without first having been issued an appropriate permit therefore <br /> and having paid the appropriate permit fee. <br /> 801.27.03: PERMIT FEES: <br /> The fees which shall be charged for permanent and temporary signs and for sign repair or copy <br /> replacement under this Section shall be in accordance with the fee schedule as determined by resolution <br /> of the City Council. <br /> 801.27.04: APPLICATION PROCEDURES: <br /> Each application for a permit ui'tder this Section shall be submitted to the City Manager or designee on <br /> forms provided by the City and shalt include,but not be limited to,the following information: <br /> A. The name,address and telephone number of the person for whom the sign is being erected, plus the <br /> name, address and telephone number of the applicant and the property owner. <br /> B. The location and dimensions of the building, structure or lot to which, or upon which,the sign is to be <br /> attached or erected. <br /> C. A site plan showing the positioning and height of the sign(s)or other advertising structures in relation to <br /> all nearby existing or proposed buildings, structures and property lines, lighting details, a table of the <br /> proposed gross sign area for each sign and the total proposed sign area <br /> D. Two blueprints or ink drawings of the plans and specifications for the sign, its method of construction and <br /> its attachment to the building or in the ground. <br /> fe When a pylon, monument, or free-standing sign is to exceed ten (10)feet in height,two certified and <br /> sealed sets of stress sheets and calculations shall be submitted by a structural engineer licensed by the <br /> State of Minnesota attesting that the structure is designed for dead load and wind pressure in any <br /> direction as required to meet sound engineering principles. -. <br /> April 1992 27.1 <br />
