CITY NEW BRIGHTON TEL :6382044 Mar 11 '96 16 :04 No .017 P .01 <br /> • <br /> ORDINANCE NO. <br /> CITY OF NEW BRIGHTON <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE AMENDING SECTIONS 9-010,9-030, AND <br /> 9-040, AND ADDING NEW SECTION 9-180 TO THE <br /> NEW BRIGHTON CITY CODE, PROVIDING FOR <br /> SIGNS DISPLAYING NON-COMMERCIAL SPEECH <br /> THE CITY COUNCIL OF THE CITY OF NEW BRIGHTON DOES ORDAIN: <br /> SECTION 1. New Brighton Code Section 9-010 is amended as follows: <br /> Sec. 9-010. Purpose. It is the intent of this chapter to permit the <br /> use of signs which are compatible with their surroundings and are <br /> legible while at the same time assuring that the public is not <br /> endangered or distracted by the unsafe or Indiscriminate use of <br /> such signs. <br /> The Council has determined that the regulations set forth in this 110 <br /> chapter are necessary for the following reasons, among others: to <br /> preserve the residential character of residential neighborhoods; to <br /> preserve order and cleanliness; to avoid the appearance of clutter; <br /> to protect property values; to avoid litter and the growth of weeds <br /> around signs; to reduce the traffic hazard caused by distractions to <br /> motorists and impairment of sight lines; to ensure that the City <br /> remains an attractive place to live and work; to reduce <br /> administrative burdens; and to orotect the health, safety, welfaret <br /> morals, convenience and comfort of the public. <br /> • • •ew ;r g on ••e -ec ion •-' t is amended by adding new paragraph (o) as <br /> follows and relettering subsequent paragraphs accordingly: <br /> (o) Non-Commercial Opinion Signs. A sign which does not <br /> advertise products, goods, businesses or services and- which <br /> expresses an opinion or other point of view. An Electric Sign may <br /> not be used in residential districts as a Non-Commercial Opinion <br /> Sign. <br /> • <br /> 1 <br />
