Based on the discussion at the Agenda Meeting, it appears that the current parking in addition to the proposed fourteen parking spaces along the north of the existing parking area, will be adequate for the proposed expansion. It was also discussed at the meeting that these fourteen parking spaces be phased in later based on demand, rather than requiring a completion date for installation of the additional 14 spaces. The proposed addition meets the required setbacks. The property has two access points from Adams Street. These satisfy Municipal requirements. The site does not need to be reviewed by Rice Creek Watershed District due to its small size (less than 2.5 acres). SEH has provided comments on the expansion that the conversion of the lawn use is consistent with the local water management plan. However, localized drainage may be impacted due to the increase in runoff and changing the runoff flow path. SEH will need verification of the site drainage for final review to assure no negative impact to the surrounding area. With regards to lighting issues, the applicant has been advised that all lighting will need to be reflected away from adjoining properties, abutting residential uses and public rights-of-way. City Forester, Rick Wriskey, has requested three shade trees be planted along the south side of the property and six shade trees be planted in front of the Church on the boulevard along Adams Street (providing that a call to Gopher State One allows plantings in this location).
