protect and promote the economic: vitality of the City and to protect property values; <br />(c) <br />Consistent with the Telecommunications Act of 1996, a prohibition on <br />the placement of wireless service towers in certain residential areas will not have <br />the effect of prohibiting the provision of wireless services; <br />(d) The intent of this ordinance is to require that wireless service <br />providers, to the maximum extent possible, co -locate their wireless service <br />equipment on existing tower space, buildings or other structures before permission <br />is granted to build new wireless service towers in the City of Philadelphia; and <br />(e) Pursuant to the Telecommunications Act of '1996, the Federal <br />Communications Commission ("FCC") has the exclusive jurisdiction over the <br />regulation of the environmental effects of radio frequency emissions from wireless <br />service towers and other wireless service facilities. <br />SECTION 2.
