• <br />• <br />REQUEST FOR PLANNING COMMISSION ACTION <br />Meeting Date: July 24, 1996 <br />Staff Report by: Joyce Pruitt, Acting Community Development Director <br />Planning Case <br />File No.: 452-96 <br />Request: The applicant is requesting a variance for setbacks, a <br />conditional use permit to allow a church in an R-1 Zoning <br />District, and a development review for the new construction <br />of a church on a site. <br />Petitioner: Stahl Construction Company, the Contractor on behalf of <br />New Apostolic Church. <br />Location: <br />PIN No. <br />3025 County Road H <br />07-30-23-33-0031 <br />West 225' of Lot 75, Knollwood Park, Ramsey County, <br />Minnesota <br />(Property is .517 acres in size) <br />Zoning Land Use: The property is currently zoned R-1, Single -Family <br />Residential. <br />Applicable Regulations: Section 1106.04, Subd. 1 provides for "public or semi-public <br />recreational buildings and neighborhood or community centers, <br />public and private education institutions limited to elementary, <br />junior high and senior high schools and religious institutions, such <br />as churches, chapels, temples and synagogues provided, that: <br />• <br />Front-yard-depths-stam-um of thirty five <br />feet (35') <br />b. Side yards shall be no less than thirty feet (30'). <br />c. Side yards shall be no less than thirty feet (30'). <br />d. Adequate off street parking and access is provided <br />on the site or on lots directly abutting or directly across a <br />public street to the principal use in compliance with Chapter <br />1121 of the Title and that such parking is adequately <br />screened from surrounding and abutting residential uses in <br />compliance with Section 1103.00 of the Title. <br />
