JTI, ANALYSTS_; <br />As indicated in the First Reading material, staff has three primary concerns in <br />accommodating this new service: <br />1) Health concerns associated with micro -wave transmissions <br />2) Aesthetic impacts of wireless communications antennae <br />3) Potential interference between antennae that may limit the competitive market <br />We believe that the ordinance as now proposed addresses these concerns in such a way that <br />an open and competitive marketplace for PCS and other wireless services is maintained. <br />At this time Council can decide to: <br />I) amend the ordinance as recommended by staff and approve by <br />emergency on second reading <br />2) make additional amendments to the ordinance and approve by emergency on <br />second. reading <br />3) amend the ordinance and conduct a public hearing and third reading <br />4) not approve the ordinance <br />In the event that Council does not adopt an ordinance making wireless antennae a conditional <br />use in certain areas, this would obviously stall US West plans to begin wireless PCS service tests in <br />April of this year, with full service roll -out scheduled for early 1997. <br />IV. PUBLIC COMMENT AND PROCESS: <br />A. ADMINISTRATIVE HEARING 2-13-96 <br />An administrative hearing was held on 2-13-96 to receive comment from the public and <br />wireless telecommunications vendors on the proposed zoning changes (see Attachment B). In <br />addition to industry comment received that night, staf has received several communications from <br />representatives of possible wireless telecommunications service vendors, including the "industry <br />coalition" communication made directly to Council on 2-20-96 by Brownstein - Hyatt. Staff has had <br />extensive discussions with industry representatives to hear their concerns and evaluate possible <br />-ahem i ed ordinance_refle change_s_re uuested by the wireless <br />industry. <br />B.
