Mounds View City Council December 6, 2004 <br />Regular Meeting Page 3 <br /> <br />Council Member Marty indicated that he has read the last two surveys and found them to provide 1 <br />a wealth of information. He stated there are some things that are no longer applicable. He stated 2 <br />on the 1988 survey they talked about the Ramsey County Library construction. He indicated 3 <br />Ramsey County has come to the city several times over the years saying the library is not used 4 <br />enough and is slated to be closed, but then usage increases and it is still open. He believes that 5 <br />information should be given to the residents. He suggested that some of the questions from the 6 <br />park and recreation questionnaire could be used. 7 <br /> 8 <br />Council Member Gunn indicated there are some questions about Highway 10 that are coming up 9 <br />again and should be included. 10 <br /> 11 <br />Council Member Quick indicated he would like to see questions concerning policing and get 12 <br />resident’s input on how the city is being policed. He stated he would like to see questions about 13 <br />code enforcement, as well as the golf course. He indicated he would also like input on what 14 <br />residents think they should do to bring in more sources of revenue, such as a liquor store, which 15 <br />was mentioned in one of the surveys. He stated he thinks the City Council needs to look at the 16 <br />Comprehensive Plan and needs this vehicle to get input on what businesses the residents would 17 <br />like to see in their city. 18 <br /> 19 <br />Council Member Stigney asked how much the survey would cost. 20 <br /> 21 <br />Mr. Morris stated their base price for 60 survey units is $10,200 for a 400 response sample, with 22 <br />each additional question unit being $135. He explained what is considered a question unit. 23 <br /> 24 <br />Mayor Linke stated he wants to see how the demographics have changed as well as get responses 25 <br />to specific questions such as what to do with the golf course. 26 <br /> 27 <br />Council Member Stigney stated his thought is that before they spend $10,200 they should look at 28 <br />other options. He indicated they could send a stamped envelope to every resident for less than 29 <br />this would cost. He stated he thinks questions on the golf course are too premature to go out to 30 <br />the residents since they do not even know as a City Council what the options are yet. 31 <br /> 32 <br />Mayor Lin ke read from the 1992 survey asking residents if they would support Mounds View 33 <br />using random phone surveys to gather information and 46% said they would very strongly 34 <br />support it, with 43% saying they would support it. 35 <br /> 36 <br />Council Member Stigney argued that when asked that residents were not told how much it would 37 <br />cost. He stated he thinks they could do the same thing cheaper and for the few questions they 38 <br />have there must be cheaper options. 39 <br /> 40 <br />Council Member Marty noted that the park and recreation survey went out with Mounds View 41 <br />Matters and they only received 36 responses. He stated he agrees they do not know enough about 42 <br />the golf course now, but the Council is not christening the survey tonight. He indicated by the 43 <br />time it comes back to the Council for approval they will probably have more clarity on the golf 44 <br />course. 45
