Mounds View City Council December 6, 2004 <br />Regular Meeting Page 5 <br /> <br />may mail it back more so than the apartment complex residents. She does not think it would be a 1 <br />true representation of the city. 2 <br /> 3 <br />Council Member Stigney indicated that just because there is money in the budget for this does 4 <br />not mean the money will disappear. He stated he thinks the time to decide to use it is when they 5 <br />can ask logical questions to which someone can respond. He believes open-ended questions on 6 <br />the golf course would be foolish. He stated one question from a previous survey was should the 7 <br />city increase taxes or decrease services. He indicated the people said do not increase taxes, but 8 <br />asked what that really means. He commented that three members of the City Council are leaving 9 <br />and he believes the new City Council should decide. 10 <br /> 11 <br />Council Member Quick indicated they have reduced services, and more than once. He stated the 12 <br />City’s problem is it does not have a large tax base. He asked what would have happened if the 13 <br />City did not put in the industrial park; they would have no tax base right now. 14 <br /> 15 <br />Council Member Stigney stated that is why they need to look at the golf course to do something 16 <br />to increase the tax base. He indicated it is the city’s most expensive property. 17 <br /> 18 <br />MOTION/SECOND. Quick/Gunn. To have Staff work with Decision Resources to formulate 19 <br />questions for a survey for Mounds View. 20 <br /> 21 <br />Council Member Stigney argued that at the beginning of the meeting they decided they would not 22 <br />take action on any items. 23 <br /> 24 <br />City Clerk/Administrator Ulrich indicated the Council can take action tonight if they choose. He 25 <br />stated staff can bring back a contract to the December 13th meeting for action. 26 <br /> 27 <br />Mayor Linke stated he would consider the motion out of order and ask for consensus. 28 <br /> 29 <br />Four of the five council members indicated they would be in favor of the survey. Mayor Linke 30 <br />asked staff to bring back a contract to the December 13th City Council meeting for action. 31 <br /> 32 <br />Mayor Linke called for a short recess at 6:51 p.m. The meeting resumed at 7:00 p.m. 33 <br /> 34 <br />B. 7:00 P.M. Truth-in-Taxation Public Hearing. 35 <br /> 36 <br />Mayor Linke opened the public hearing. 37 <br /> 38 <br />Finance Director Hansen advised he would review the budget and proposed tax levy, however 39 <br />the Council would not take action until December 13, 2004. He reviewed the City’s Mission 40 <br />Statement, the General Fund expenditures and a comparison of different City departments 41 <br />between 2003, 2004 and proposed for 2005. He noted that the per capita expenditures for 42 <br />Mounds View were lower than the State-wide average in 2002, which is the latest data they have. 43 <br /> 44
