Item No. 8C <br />Meeting Date: January 10, 2005 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6420 Approving the Purchase of a <br />Replacement Tractor for the Parks Division <br /> <br />Background: <br />In 1990, the City purchased a Ford 4630 Tractor. This tractor has been used to <br />perform field and boulevard maintenance, including sidewalks and walkways. <br /> <br />It is, however, plagued with chronic mechanical problems, i.e., leaking radiator, <br />worn out brake system (located in the transmission), worn out rams on the three <br />point hitch system. It is no longer dependable and has therefore reached the end <br />of its economical useful life cycle. This tractor has been scheduled for <br />replacement in 2005 and monies have been allocated in the 2005 budget for its <br />replacement. It is currently in a usable condition because of the City’s <br />maintenance program and therefore retains a salvage value of 11,500.00. <br /> <br />This tractor also has other limitations that reduce its usefulness. These include <br />having two wheel drive, as opposed to four wheel drive, and having the PTO <br />(power take off) only on the rear of the vehicle. These factors limit the capabilities <br />of the tractor - i.e. box drag/leveler, aerator, fertilizer spreader, slit seeder, ball <br />field drag, rough cutting mower and snow blowing. <br /> <br />Since 1990 when the City purchased the Ford 4630 Tractor, there has been a <br />whole new generation of tractors far better adapted to address the needs of the <br />City. These new tractors employ designs features that make them more versatile <br />and useful. <br /> <br />Staff has performed an extensive study and evaluation of tractors that are <br />designed to meet our needs. The AEBI Terratrac TT70S Tractor has proven to <br />be safe, dependable and user friendly. It will be able to perform the following <br />tasks due to the 4 wheel capabilities and it also has a 3 point hitch in the rear and <br />front and is equipped with a PTO drive rear and front: <br />• Snow blowing, and sweeping of path ways <br />• Ruff cut mowing
