Item No. 8D <br />Meeting Date: January 10, 2005 <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business <br />City Administrator Review _______ <br /> City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: Resolution 6430 Authorizing the Expenditure of the <br />Street Sign Maintenance Funds for the Conversion <br />of Traffic Signal Lights to LED <br />Background: <br />The City currently is responsible for the electrical cost and minor maintenance <br />associated with the operation of various traffic signals located within the City. <br />There are three such traffic signals located at: <br /> <br />County Road 10 and Silver Lake Road <br />County Road 10 and Silver Lake Road <br />Quincy Street and County Road I <br /> <br />Discussion: <br />Ramsey County has initiated a program to convert all traffic signals within their <br />jurisdiction from using conventional incandescent lights to LED lights. The LED <br />lights use far less energy than conventional incandescent lights with a greater life <br />expectancy. <br /> <br />The County has offered to include the aforementioned three traffic signals, which <br />the City is currently responsible for, in with their program. The total cost of the <br />materials to covert these signals (including pedestrian crossing lights) is <br />$7,420.86. However, Xcel Energy is offering a $3130.00 rebate, thereby reducing <br />the cost to $4290.86. The County will install the LED lights free of charge. <br /> <br />As a savings comparison, the traffic signal light at County Road 10 and County <br />Road H2, which is equipped with LED lights, had an average electrical usage of <br />733 kwh (kilowatt hours) per month with a cost of $52.71. This is compared to the <br />light located at County Road 10 and Woodale Drive, which are not equipped with <br />this type of light. It had an average electrical usage of 2072 kwh with a cost of <br />$134.91. This represents almost a 61% savings. The payback on an average <br />billing of $134.91 over a twelve-month period is $986.40 per intersection. With <br />three intersections being proposed for conversion, the savings is approximately <br />$2959.20. This equates to a seventeen (17) month payback period.
