Item No: 9D <br />Meeting Date: Jan 10, 2005 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Introduction and First Reading of Ordinance 754, an <br />Ordinance Establishing Various Planning and <br />Development Fees <br /> <br />Introduction: <br /> <br />It has been brought to our attention that the various planning and development fees charged <br />by the City should be adopted by ordinance. At this time, the only planning or development <br />related fee currently present in the City Code or otherwise adopted by ordinance relates to <br />subdivisions, and the fee articulated is not consistent with the fee as identified in the 2005 <br />Fee Schedule. For this reason, the attached ordinance has been prepared for Council <br />review and consideration. <br /> <br />Discussion: <br /> <br />The attached ordinance establishes a schedule of planning and development related fees. <br />The fees should be considered the minimum fee, as it may be the case that the fee collected <br />is not sufficient to cover the costs associated with the processing of the application. <br />Applicants are made aware that they are responsible for costs above and beyond the <br />application fee and they sign a statement acknowledging this. <br /> <br />The ordinance is drafted in two distinct parts—Section 1, which relates to subdivision fees <br />codified in Chapter 1202 of the City Code, and Section 2, which lists all other uncodified <br />planning and development fees. While different from what is currently indicated in Chapter <br />1202, the fees proposed for subdivision applications are consistent with what the Council <br />approved on December 13, 2004. In Section 2, certain fees have been increased which <br />does represent a change from what the Council adopted in December. Upon adoption of <br />this ordinance, the corresponding changes would be made to the 2005 Fee Schedule <br />however the fee schedule itself would not need to be reapproved. <br /> <br />A public hearing is required for this ordinance and it will be held in conjunction with the <br />second reading scheduled for January 24, 2004. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of the introduction and first reading of the attached Ordinance <br />754 which amends and reaffirms various Mounds View planning and development fees. <br /> <br />Respectfully submitted, <br /> <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director
