Item No: 9A <br />Meeting Date: Jan 24, 2005 <br />Type of Business: CB <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Public Hearing, Second Reading and Adoption of <br />Ordinance 754, an Ordinance Establishing Various <br />Planning and Development Fees (ROLL CALL VOTE) <br /> <br />Introduction: <br /> <br />It has been brought to our attention that the planning and development fees charged by the <br />City should be adopted by ordinance. At this time, the only planning or development fee <br />currently present in the City Code or otherwise adopted by ordinance relates to subdivisions, <br />and the fee articulated is not consistent with the fees identified in the 2005 Fee Schedule. <br />For this reason, the attached ordinance has been prepared for Council consideration. <br /> <br />Discussion: <br /> <br />The attached ordinance establishes a schedule of planning and development related fees. <br />The fees should be considered the minimum fee, as it may be the case that the fee collected <br />is not sufficient to cover the costs associated with the processing of the application. <br />Applicants are made aware that they are responsible for costs above and beyond the <br />application fee and they sign a statement acknowledging this. <br /> <br />The ordinance amends Chapter 1202 of the City Code relating to subdivisions by adding text <br />and deleting the specified subdivision fees. A new Appendix E is created which articulates <br />all planning and development fees. From the point of adoption forward, any amendment to <br />the fees would necessitate adoption of an ordinance. <br /> <br />Certain fees have been increased which does represent a change from the fee schedule <br />adopted by the City Council in December of 2004. Upon adoption of this ordinance, the <br />corresponding changes would be made to the 2005 Fee Schedule however the fee schedule <br />itself would not need to be reapproved. <br /> <br />A public hearing is required for this ordinance and it has been scheduled in conjunction with <br />the second reading and adoption of the ordinance. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of the introduction and first reading of the attached Ordinance <br />754 which amends and reaffirms various Mounds View planning and development fees. <br /> <br />Respectfully submitted, <br /> <br /> <br />________________________ <br />James Ericson <br />Community Development Director <br />
