He stated that if the 1 Council chose to go with that bid, there was also a resolution to that effect. 2 3 Mayor Marty stated that they may be able to talk about these specific items that had been added 4 to this bid to save money. He stated he had spoke to Craig Hauser at Milliken & Company, who 5 confirmed that the price of carpeting is going up February 1st, so if they rebid this, the price will 6 probably be substantially higher. He stated that Milliken & Company stated that they would 7 probably be giving the identical bid to Jerry’s Floor Store as they had given to Abbey Carpet. 8 He stated that he had been told that the carpet itself cost $66,600, so he felt that they had a valid 9 bid. He stated that anyone could find out what they had bid, and then come in a week later and 10 turn in a lower bid, but he didn’t think this was the type of ethics that he particularly goes for. 11 He stated he was concerned that if they send this out for re-bid, the cost of the carpeting itself 12 would be going up and could ultimately cost the City more than the bid that they have now. 13 14 MOTION/SECOND. To approve Resolution 6435, Approval of Contract for 15 Carpet at the Mounds View Community Center to Abbey Carpet, and to waive the reading. 16 17 Council Member Stigney stated that they have an opportunity to go out for another bid, and he 18 is not comfortable with one bid. He stated that they stand a chance of getting a cheaper bid 19 than what is being proposed at this time. He stated he didn’t think there was any need to do 20 anything in the locker rooms or the senior room. He stated that the bid process wasn’t really 21 defined, so this was not a bid on a product. 22 23 City Administrator Ulrich stated that he had passed out the bid document in terms of the bid 24 notice, and that it was fairly clear and in accordance with law. He stated that a product 25 style or color had not been listed, but they had developed specifications in terms of 26 performance. He stated that the carpet that was bid by Abbey Carpet was what they would 27 like to have re-bid as well. 28 29 Mayor Marty reiterated that the price for the carpet in this bid was only good until January 30 31st. 31 32 Council Member Gunn stated that the carpet needs to be replaced in that building, and they are 33 running into the time where they need to be pitching the Community Center and renting it 34 out, so that they can make money on it. She stated that the reason that others didn’t bid on 35 this project is because they don’t want to do government jobs. 36 37 Council Member Flaherty stated that this specification is so ambiguous that it should have 38 invited numerous bids and quotes because they weren’t specifying a particular type of 39 carpet. He stated that they have a true and just quote from Abbey Carpet, and they had done 40 everything they had been asked to do. He stated they are also a good corporate citizen in 41 the City of Mounds View, and he would like to use Mounds View businesses whenever he 42 can. 43 44 John Kopus from Abbey Carpet stated that they have been working with staff for probably a 45
